Plate, stated that the government will continue to focus on continuing to distribute 4G network services evenly in Indonesia.

“In accordance with the direction of Mr. President Joko Widodo regarding the Acceleration of National Digital Transformation. Simultaneously, 5G networks will be developed in commercial areas as well as other priority areas, to complement each other with the existing 4G networks,” he explained in a Press Conference on the Commencement of Mobile Network Implementation. 5G Cell Phones Based on IMT-2020 (International Mobile Telecommunications-2020) Technology in the 2300 MHz Frequency Band in Indonesia from the Media Center of the Ministry of Communications and Informatics, Jakarta, Monday (24/05/2021).

Minister Johnny describes the last few years. The Ministry of Communications and Informatics together with several Telecommunications Operators have conducted 12 trials of 5G networks throughout 2017 to 2020 yesterday.

“One of the trials was carried out during the 2018 Asian Games. In early 2021, the Ministry of Communications and Informatics has also auctioned the 2.3 GHz frequency band,” he explained.

According to the Minister of Communication and Information, the regulatory aspects for the implementation of 5G technology have also been well prepared. Minister Johnny stated that the deployment of 5G was in line with the mandate of President Joko Widodo regarding national digital transformation steps as the implementation of the Job Creation Law and its derivative regulations.

“The Job Creation Act provides a legal basis, especially regarding active and passive infrastructure sharing and also frequency sharing that will support the application of 5G technology in the field,” he explained.

Simultaneous Walking

The deployment of this 5G network service also marks that from now on, Indonesia is entering the stage of simultaneous operations of 4G and 5G. The Minister of Communication and Information reiterated that the presence of 5G services does not necessarily displace 4G services that are already used by the public.

“Because at this early development stage, a 4G network is also needed as the basis for 5G operations,” he said.

As a new technology, Minister Johnny hopes that 5G technology will certainly further encourage the advancement of Indonesia’s digital sector.

“Through faster services and larger and more reliable network capacity, 5G technology will unlock service potential not only for human-to-human communication, but also for integrating human-to-machine networks and as well as a machine-to-machine communication network,” he explained.

In order to ensure optimal deployment of 5G, the Minister of Communication and Information stated that Indonesia needs frequency spectrum allocation in at least three layers, namely low band, middle band, and high band.

According to Minister Johnny, the low band layer includes frequency bands below 1 Giga Hertz, which are suitable for distributing network distribution in rural areas and improving indoor network quality in urban areas.

Meanwhile, the middle band layer, the Minister of Communication and Informatics explained that this layer includes frequency bands in the 1-6 Giga Hertz range, which is suitable for improving the quality of mobile broadband data transfer.

“The High Band layer, also known as the Super Data Layer or millimeter Wave Band, includes high frequency bands above 6 Giga Hertz, which are used to support industrial sector automation and strengthen fixed broadband penetration,” he explained.

Two Policies

Minister Johnny stated that in order to support the management of 5G radio spectrum in Indonesia, the Ministry of Communication and Informatics implemented two policies.

“First, a neutral policy, in which cellular operators can take advantage of the radio frequency bands specified in their licenses to implement 5G technology to make them more efficient and become more competitive,” he explained.

The second policy relates to the Frequency Farming and Refarming Program to provide additional new frequency bands that can be utilized by Telecommunication Operators.

“To develop the capacity and quality of 5G services for the community. The frequency auction previously carried out was included in the farming policy, while the broadcasting digitization effort that was being carried out was included in the refarming effort,” said the Minister of Communication and Information.

Minister Johnny stated that 5G technology is also a very flexible technology. This means that the technology can be applied to types of Mobile Broadband or Fixed Broadband or Fixed Wireless Access (FWA) services.

“Frequency bands in the low band and middle band layers, such as the 700 MHz, 2.6 GHz, and 3.5 GHz bands are more suitable to be used as 5G Mobile Broadband services. Currently, 5G Mobile Broadband will be prioritized in 5G development in Indonesia ,” he said.

According to the Minister of Communication and Information, Indonesia is also seeking to deploy 5G Fixed Broadband services that will adapt to world standardization, namely by utilizing spectrum bands at the high band layer, such as the 28 GHz frequency band which has a large transmission capacity.

In a press conference, Minister Johnny hoped that the implementation of 5G technology in Indonesia could further realize more equitable access to telecommunications, bridge the digital divide, improve people’s ability and literacy to use technology more adaptively.

“It will also encourage more productive use of the internet to strengthen national economic growth,” he said.

Therefore, Minister Johnny invited telecommunications operators to be part of the acceleration of 5G implementation in Indonesia. “Therefore, we encourage other telecommunication providers to be able to participate in accelerating the implementation of 5G in Indonesia, and together we welcome a Connected, More Digital, More Advanced Indonesia,” he said.

The event was also attended by the Director General of Post and Information Technology, Ahmad M. Ramli; Director General of Resources and Equipment for Post and Information Technology, Ismail, Inspector General Doddy Setiadji, President Director of PT Telkomsel, Setyanto Hantoro and officials from the Ministry of Communications and Informatics and Telkomsel as well as journalists by implementing strict health protocols.

https://www.kominfo.go.id/content/detail/34679/siaran-pers-no-184hmkominfo052021-tentang-jaringan-5g-perdana-menteri-johnny-wujud-akselerasi-transformasi-digital/0/siaran_pers

Press Release No. 184/HM/KOMINFO/05/2021 Monday, May 24, 2021 About Prime 5G Network, Minister Johnny: Acceleration of Digital Transformation The deployment of the first 5G network is the fruit of the work of the Government and the telecommunications operator ecosystem as well as a form of accelerating digital transformation in Indonesia.
